Rmk121 Modernize the EDITBM window (#2265) 
* Modernize the EDITBM window

so that it can be moved and resized like other modern windows

* Move lispusers/FASTEDITBM to obsolete/lispusers

It isn't used, doesn't even have an LCOM.  But maybe it would be worth resurrecting at some time in the future.
