3d2d79084f Updated build to make pdp10-ka-, pdp10-ks-, and pdp10-kl-based systems correctly set up IP network. 
Now, KA, DB, and KL systems will set their IP address to the value of the IP make variable.
They wiil correctly define a host table entry for their machine.
They will correctly set up .mail.;names >.
They will correctly configure COMSAT for networking.

The resulting systems should allow COMSAT to come up, and with appropriate IMP configuration
in the "run" scripts to perform inbound and output IP network requests.

cb1209ac68 Configure ITS and emulators for a local Chaos subnet. 
It has been agreed that subnet 376 should be a local Chaosnetwork.
The Chaosnet bridge has been given the node address 177001, and
DB/KA/KL ITS is node 177002.

1c6857fc0f Update KA ITS bootstrap with one more round of SALV and MARK.

4a7182d9ed Fix SIMH configuration for GT40. 
Set device unit DLO0 to 8-bit mode to ensure keyboard codes are
transmitted.

Set switch register to 0 to get a blinking cursor and roman text.

8fa00758d0 Enable the IPC device for all build machines. 
At MIT this was only enabled on DM. Muddle has built-in support for it,
and it seems to have been fairly widely used in existing Muddle images.

dad8e7e8f3 Make it possible to pass environment variables to customize start script. 
The variables are: TVCON, VT52, DATAPOINT, and TEK.  These are passed
to the terminal emulators.

e17207e5d0 Reduce number of TTYs to bring total number below 65. 
The maximum TTY number is %TINON which is 77 (octal).  KA ITS used to
have 73, which is excessive.  This change makes the number 61.
