8249c305f4 Add a Makefile check that SRC, DOC, and BIN cover everything. 
Run this with "make check-dirs".  This is added to all CI builds.

d84c52edb5 Split off parts of build script. Only build basics if BASICS is yes. 
There are now separate scripts for: EMACS, LISP (and MACSYMA), SCHEME,
and miscellaneous unessential programs.

5a185d79ca Don't build Macsyma if environment variable MACSYMA is no. 
Use this to shorten the build times of the KLH10 and KA10 emulators.

202c0f9118 Use Ubuntu 14 in Travis build. 
Its autoconf version is good enough to build KLH10, so we don't have
to get it from the dns/gnu PPA.
