02fbcfd6cc Add LOCAL-TIME-SERVER as a CNAME for BRIDGE. 
Added comments to h3text.2018 to reflect the need to update the
BRIDGE/LOCAL-TIME-SERVER chaosnet address when joinging global
chaosnet.
