cde88e47b3 Documentation for EMACS TeX mode; fix version number. 
Backups show that EMACS1; TEX 49 is identical to version 48 except the
timestamp.

827457f6f0 Rename EMACS PL1 library info file from PL1LIB to EPL1. 
This is for consistency with the EMACS info file, and also backup
records from AI show this renaming was done in 1979.  Curiously, the
old file name remained on MC and was later copied to the KS10 ITS
machines.

cc3f2c3422 Add INFO; MIDAS ARCHIV. 
This came from AI, and covers the MIDAS change history from 94 to 410
(1972 to 1978). There's a link to it in INFO; MIDAS > already.

1e13b9c0ea Added BABYL and BABYLM libraries for emacs. BABYL provides mail 
reading/sending facilities. BABYLM provides mail sending.
BABYL is a much improved library over RMAIL.

aadfbe890a Make (STATUS DATE) return a four-digit year. 
This is a change to the API, but existing users are already inconsistent
in how they handle 2-digit years -- some assume it's year % 100 (as the
documentation says), some assume it's year - 1900, and some
string-prepend "19" -- so most have Y2K problems that need fixing.

As it's now reading the date using two UUOs, it needs to be careful to
check that the year hasn't rolled over between the two, as LIBDOC; TIME
does for the day.

I've updated all four implementations of SDATE, but only tested the ITS
version.

d68aae0339 Generate some EMACS libraries with IVORY. 
Except IVORY, there's also WORDAB and TMACS.  IVORY needs go be
generated with itself, so include the :EJ for bootstrapping.
