Added TELPAR operating system for EDA ...

ELPAR by Mike Green of SMU, and Dr. Robert McClure. 
 Late 1960s. 
 Used for EDA (Electronic Design Automation) and 
 ATG (Automatic Test Generation) for electronics 
 use and development. Written in a language called 
 PL360. Enhancements made in the mid-1970s
 including Sys/370 operation. Built-in spooling 
 including spooling to memory. No IOGEN: Operator 
 commands to declare new devices or new config.
