Commit initial production release of BALGOL compiler, library, and tools.
1. Finalize compiler helper card decks.
2. Finalize example BALGOL programs.
3. Fix problem with relocation of ERROR library routine buffer address
(issue #1).
4. Update Generator tape build notes.
