b2e7c1cdbb rw11::shell.tcl now default environemnt in ti_w11 
- tools/bin/ti_w11: use rw11::shell by default; add -ns to suppress it
- tools/oskit/*/*_boot.tcl: remove activation of cpucons and cpumon
