Use the debian/55-create-dev script as common/55-create-dev
Use it also for gentoo and dapper.
Add a TODO note about stuff which came up during comparing all the
previously existing variants of 55-create-dev.

Actually terminate early if we've got a populated /dev directory - rather than just reporting that we will terminate and not actually doing so.

Don't run MAKEDEV if there appear to be files in /dev on the new
systems. This is a potential speed gain.
