Actually terminate early if we've got a populated /dev directory - rather than just reporting that we will terminate and not actually doing so.

Don't run MAKEDEV if there appear to be files in /dev on the new
systems. This is a potential speed gain.

Source common.sh from the parent directory if the global installation
isn't found.
This allows "make test" to succeed *before* the tools are installed.
