91da5eb607 Removes lispusers/BLOCKS-HKB[.LCOM] duplicate file
The file lispusers/BLOCKS-HKB is a duplicate of lispusers/h/H-BLOCKS
except with differing end-of-line convention.  This PR removes
BLOCKS-HKB and BLOCKS-HKB.LCOM

Closes #2079
