* Added support for Croation Iskra

* Temp removed meterid

* Fixed HDLC block decoding

* Fixed context length

* Changing some stuff back

* Change some stuff back

* Final test

* Added debugging

* Updated selector for iskra dataformat

* Added fake test frame
