Mark Pizzolato bc99d6d5de SCP: Updated REG manipulation APIs and REGister sanity checks for all macros 
- bounds check accesses in get_rval and put_rval for circular registers
- extend unit tests for REGister sanity checks to include all macros
- add sanity checks for new REGister macros
